Dear Prof. Santos,
Thank you for your help so far!
I did discuss it with my classmates but I'm still trying to understand it.
I am aware that I need to get my head around this as soon as possible but am I missing something simple here?
Kind regards,
IP
By leaving the email open at the end with a question you are beginning a dialog with the addressee and if correct eticate is kept they should respond with an answer of some kind to assist with improving your understanding on the subject.
You do not have to go too deep into an opening email as you don't want to write your recipient an essay, you want to grab their attention and then begin a dialog whereby you and try and get the information you need.
Personally the most annoying thing about English is you have to know what you are asking for before you can really start structuring a sentence as there are so many ways to reach the same outcome. Be it by using more polite and genital words to entice assistance out of someone or more stern and authorative manner to issue a request.
Hope others agree with me but I am open to corrections :)

Q:
"Santos Nobel speech attaks war on drugs."
Does it mean "in his speech he declares war against the drugs"?
Does it mean "in his speech he declares war against the drugs"?
A:
The "War on Drugs" is what the U. S. (and maybe other countries; I don't know) calls certain policies and laws that are aimed at lowering drug use in the United States. The U. S. government in the 1980s started these policies and declared a (symbolic) war on drugs.
These policies have not been effective and have targeted certain groups of people unfairly (mostly Black and Latino people). I think that "Santos attacks War on Drugs" means he is saying that the laws/policies aren't working and we should change them.
