A: Cuts is ok, but I think I would probably say "interrupts" instead. Informally you could say "butts" too. It sort of depends on what you mean by "cuts" as well.

"He always interrupts our conversations."
If you interrupt someone, you stop what they are doing. Sometimes it is only temporary, and people quickly continue what they were doing.

"He always butts into our conversations. "
If you butt into something, that usually means you join something, but sometimes the other people are not happy about you joining in...
