A: Anything can be a dude. It originally means a man. Nowadays it is slang for anything. Like, hey man. You can call a person a dude, but always in humor. Even a cat or dog can be a dude. Some say dude instead of "oh my god", like if you fall, you can say dude to yourself. If the waiter takes too long with the food, you can say dude to the entire situation. It can also be used instead of wtf. A: I personally think that you can just omit "who I've wanted to see" because the word "finally" implies that, unless you wanted to play it up and say like "who I've wanted to see my whole life".

The word "like" is key, I think. If you had said,
"This dude is really my little bro(ther)", then I'd say there was an issue, but by adding in like (まるで), it makes it perfect, IMO.

BTW, "bro" tends to have taken on its own meaning beyond "brother", and is often used to mean, "friend", or just "guy" (dude).
