Learn by heart sounds more passionate, so if you say "I memorized the vocabulary words" as opposed to "I know the vocabulary words by heart" it sounds more like knowledge and less like something you really wanted to know. The way that these are used grammatically differs as well, since you can't say "I learned by heart the vocabulary words".

A: they're the same thing but in slang terms- learn by heart means memorizing something perfectly or close to perfect, without working yourself too much or without taking a long time to do it. It's like it comes naturally to you, or something like that.

A: you need to write them down and practice forming sentences with them it sounds like a lot of work but there’s ways you can make it fun you just need to figure out what works best for you
