A: Basically, you agree with someone's statement (mostly a negative one)
For example
A: I'm not feeling well today.
B: Me neither. (B is not feeling well too)

A: If someone said 'I don't like cake' and you replied 'me neither' it would mean you also don't like cake, it's a way of saying 'me too' but the statement you're agreeing with must be negative (contains not, don't, won't, can't, shouldn't, etc).

& is pretty much only widely used for naming though, you can't use it in the middle of an academic paper.
