A: "resort to" is a strange choice of words here. It means you have recourse to them, you can fall back on them, use them, especially out of necessity or frustration.

"If I don't get a job soon, I'll have to resort to asking my parents for money."

Here they just mean you can use these resources.

"This is presented as a last resort."
Also means "what one does when all else fails".

A: As I was late I had to resort to taking a taxi. It cost me over two hundred pounds.

If my suitcase doesn't turn up, who knows what I'll have to resort to doing.

A: The man used a payphone as his last resort.

A: No. It just means it is your last choice.

"I had no more candy so I had to resort to rice."
"I had no sweater so I had to resort to using three layers of shirts."

It does not mean bad, just that you don't like it so much, it's your last choice.

A: Resort/resorting is choosing/deciding or making a decision. Example: "I didn't want to, but it was my last resort". To 'count on' is to depend on someone or something other than the speaker

A: @alex1986: They mean the same thing, you can use either :) Although 'We'll decide where to stay WHEN we arrive/we've arrived at the resort' sounds better in my opinion.
But all sound fine!

Usually 'resort to' is used as a verb and 'recourse' is used as a noun.

"A good resort hotel should have people-oriented services such as being able to order a meal which will be delivered to your door."
