“After which” is similar to “afterwards” or “and then”, but you can’t simply replace with those words/phrases.

It is a stand-in for the thing you’ve mentioned.

It is a bit clunky to say:
“The volcano erupted on Wednesday. After the volcano erupted, a huge cloud…” but that’s what “after which” is replacing .

Also correct but again, wordier than the original construction:
“The volcano erupted on Wednesday. After the eruption, a huge cloud…”

Others ways to say it:
The volcano erupted on Wednesday, and a huge cloud…
After the volcano erupted on Wednesday, a huge cloud…

Is this sentence correct ?

A: I think you mean "severed", which means to cut something and is the past tense of "sever". It would be "severed communication with the outside world."
"Severe" means very intense or important, usually in a bad way.

I would also say "led to power outages/cuts", which sounds more natural than just "cut power".
