It depends on context, and the way you say it. If I saw this sentence in a story, I would accept it. It would probably be the first sentence of a longer description of this man's laugh. But as a single sentence it's possibly better to say "His laugh is really big."

Ah ha, now I know what you're asking. "Laugh" can be used with or without a preposition. "He laughed at the joke" = he thought the joke was funny. "He laughed at us" = he thought we were silly or ridiculous (this is usually unkind). "He laughed with us" = we all found something else funny. "He laughed about his situation" = he decided to be positive about his bad situation. "What is he laughing about/at?" = why is he laughing? But also: "He laughed." = we don't know why he laughed, but we know he laughed.

"This big laugh" is a noun phrase (noun + modifiers) but it's not the object of "laughs". Here the noun phrase is describing his laugh. A transitive verb has to have an object. For example: "give". You can't say "I give." You need more information, e.g "I give you a flower" (indirect and direct objects). You are right that if you say "I laugh at", this is incomplete and needs an object. "Laugh" can be transitive or intransitive. In the story, we know what he is laughing at: the situation of the lawyer who was sent to Shawshank. So the author didn't add this, and just said that he laughed. Does this make sense?
