The first and third sentences sound the most natural to me.
The second sentence sounds very unnatural, for two reasons.
1. You don't say "target at something", you just say "target something." "I targeted his head with my gun."
2. "To target" generally implies that you are aiming from a distance.
So you could say "The criminal targeted the hostage's head with his gun", but it sounds like the criminal is far away from the hostage, maybe with a sniper rifle.
