The sentence below is quoted from WINESBURG, OHIO.
MOTHER says about her son like this : "He's not a dull clod, all words and smartness."
I guess the phrase 'all words and smartness' means he is smart.
However, I can't understand the sentence structure.
Also, I am confused to find the phrase 'all words' which means 'all talk and no action' in a dictionary.
How should I understand it grammatically? Would you help me, please ?

The sentence is omitting the subject/verb for the second half. If you add that back in it would read "he's all words and smartness." Also, "all words" could mean he has a good vocabulary in this context.
