To answer the question as to why #2 can't be the answer, an incident is an event or an occurrence, so basically just something that happens. While an accident is an incident that happens unintentionally, like you don't mean for it to happen but it does anyway.

None of them are correct. The whole sentence is borderline nonsense. I'd probably get a new textbook.

The answer is #1 accident. It's saying that like the people who work at insurance agencies like gasless Sunday because when people don't drive there is less of a chance of a car accident. Accidents happen less on gasless Sunday.

The grammar is completely scrambled. It should read:
"Insurers may well consider gasless Sundays a blessing as the resulting drop in weekend driving will reduce the likelihood of accidents."
As an exercise in a textbook meant to teach English, this is disappointing.

@doilikecoldnoodle The preposition 'of' must be followed by a 'noun'... and if a countable noun is used, it should be 'a + noun,' 'the + noun,' or it should be plural. That's why I don't know the answer.

I would say the answer is #1, but this sentence does not have correct grammar.
As to why the answer isn't #2, that's because incidental is an adjective, not a noun. "Of," which usually starts a prepositional phrase, needs a noun after it.

Even if it's not the grammar we want, notice how everyone understands what the passage means lol.
The answer isn't because of the grammar. The answer is 1 because logically, insurers will have it easier with a drop in vehicle driving on weekends which also reduces the chance of accidents.
