I think the second one would me more grammatically correct since in this case you are speaking about multiple fish so are would be the verb linked to the plural fish. is that what you are asking?

"There is" indicates one fish, "there are" indicates more than one.
There is a fish in that tank.
There are 5 fish in that tank.

The what about for 'plenty' ? I have read that both sentences were written in a book.

plenty is like saying more than enough, so plenty of fish in the sea is referring that there are a lot of fish in the sea, I'm assuming this is about finding a partner so there's a lot of people to chose to be with

Than do you mean that 'there are a plenty of -' and 'there is a plenty of-'are correct and okay just as that 'there are a lot of-' and ' there is a lof of-' are fine grammatically? Right?

if the noun is plural you use are and so if the noun is singular you use is.
'there is plenty of water for everyone'
'there is plenty of food for us'
- in this case you can use is because the noun is singular
'there are plenty of flowers for a bouquet'
'there are plenty of pencils for the students'
-here you can use are because you are using plural. there are more than one objects
more than one flower and more than one pencil

Thank you for your reply. But still confused. Because you've said 'there's a lot of people' on the comment above. I think 'people' is plural noun. Is this not true?

Usually you use "there's a lot of people" when they are in/at a single location or event.
"There's a lot of people here tonight."
If there are multiple locations or events you use are.
There are a lot of people living on those islands.
