"Slumming it" when you are being stingy (geizig) or enduring conditions that are worse than normal.
"Builder's tea" is strong tea (meaning it was brewed strongly and only has a little bit of milk in it). It got that name because manual workers (e.g. builders, plumbers) drink that type of tea.
In this sentence, "cool" means "trendy" (auch "cool" auf Deutsch).
So this sentence means "strong tea is only cool when you are being stingy".
