The first means both ways round are tru. The second means either the first way round or the second way round, but not both.
A bit of a contrived example: "Sarah loves John, and vice versa" means Sarah loves John, and John loves Sarah". "Sarah loves John, or vice versa" means either Sarah loves John, or John loves Sarah, but not both.

The key is useless without the lock, and vice versa.
= The key is useless without the lock, and the lock is useless without the key.
... BUT
You can put on the cream before the strawberry jam, or vice versa.
= You can put on the cream before the strawberry jam, or [you can put on] the strawberry jam before the cream.
In the latter case, you can't do both and hence you cannot use "and vice versa".
