With the sentence:

"'when you appreciate someone'' and the sentence fragment: "you appreciate a person"

"appreciate" can be replaced with "(think well of)/(think highly of)/(think the best of)/(value)/(hold someone in esteem)"

Examples:
when you think well of someone
"Everyone appreciates what Mary does"
"Everyone thinks well of what Mary does"

when you think highly of someone
"Everyone appreciates what Mary does"
"Everyone thinks highly of what Mary does"

Yes in a way "appreciate" can be thought of as meaning "positively evaluate something or someone". Though we would almost never say:

I evaluate you positively.
Or:
I have a high evaluation of you.

When what we mean is:

I appreciate you.

If you want to say that you appreciate some action or task that someone is doing for you (right now or recently) then you cannot use "I appreciate you.". You can say:

I appreciate your help.
I appreciate what you are doing for me.

If you want to say that you appreciate a person all the time (even if they are not currently doing anything for you) you can say:

I appreciate everything you do for me.
I am very appreciative of you.
I am very glad to know you.

@terrywallwork It would be ok because it is used as the meaning of ''evaluate''?? So you don't say ''I appreciate you'' but you say ''if you appreciate someone''. Is my understanding correct?
