I guess it can be for stylistic reasons. Or if it was being said it would be more preferable to say " a few too many" than " too many" for a character.
Let's say it was a teenager who's going through the stages of trying to be "cool" and " fit in with everyone". Her character would talk in slang more often. Therefore she wouldn't say " there's a few too many children" she would say something like "there's too many children! Or " There is too many of them!"
See what I mean? I would more commonly see " a few too many" used with a more reserved classier character.
But also adding " a few" can add just a slight bit more detail to how many there were. Ex:
" There we're many of them" how many?
" Too" many?
Just " a few too many" ?
Or " way too many".?
So just adding those slight few words can add more detail to what you are trying to say.
" There were a few too many" " a few? Like how many more? " " just three more, but trust me, my eyes can only watch out for so many."
" there were way too many of them" " Geeze, how many?" " I was told there would be 6 of them, instead she brought her friends' kids also. I swear there were 20 of them!" "Holy crap! That's a lot. I'm sorry haha"

" Many" is neutral
" A few too many" , mainly because of the 'too', there's the nuance/feeling that the listener can feel/assume that the speaker is disappointed or doesn't like the fact there's too much of something:
There were many children. ( simply stating a fact. No feelings or opinions attached with it. )
There we're a few too many children. ( Negative feel. This is usually followed by more explanation: )
There were a few too many children. I couldn't keep my eye on all of them. When I would try to calm down a pair that we're fighting, there was always another pair grabbing at each other's hair.
You can also support it by adding background info before saying it.
I had everything set: the paper and pencils, the snacks fruits and drinks, and the small pool. But I realized all I've done today wasn't gonna be enough. There were a few too many children.
