You should probably write, "However, the Japanese government couldn’t arrange enough room for each passenger." I'm not clear on what you're trying to say in that sentence, but putting However at the beginning makes it sound right.

@fishyrobb thank you for your help. I wanted to say, Japanese government brought passengers to Japan without enough preparation. As a result, they are not completely quarantined. They are supposed to be isolated in each room however, there are not enough room and they share a room with two persons.
