You could say both! I corrected it to step outside so it sounds more casual, like you are going for a stroll. When you said “go outside”, it could mean that you are traveling to other places instead of for leisure. (This is my personal opinion, but like I said you can use both!! Hehe)
“too hot to step outside” would also emphasize on the extremely hot weather to the point where you cannot even step foot outside your house/a building, without feeling like you are boiling.

You could write it like this perhaps:
For the past few weeks, it has been too hot for me to step outside, even at night! I wish there was another way for me not to feel as warm as I already do.

@QailaWarren Thank you for the kind explanation! Even today it’s hot to step outside and I rather want to stay home with air conditioner on although I usually prefer walking around outside.
