@WaterChannel Well, you could mention that there was an opportunity, but that‘s unnecessary because it’s already inferred by the listener/reader.
Positive: “I got to eat ice cream” is preferred (but yes, it means the same as “There was an opportunity, so I ate ice cream”).
Negative: “I didn’t get to eat ice cream.” Here we know there was ice cream around (or the possibility of it), but the speaker didn’t have the opportunity to eat.
Also, depending on context, it can show the need to do something... but that is the informal version (becoming “gotta”-> “I gotta eat ice cream.”), it is still widely understood though.
The formal would be, “I have to...”

アイスが食べられたということだと思います。
However, depending on context it can mean "have to eat" too.

It means that the person was able to eat ice cream.
“Got to,” in this case, shows that there was an opportunity to do something (e.g., eating ice cream).

@chanandler Thank you! can I ask you another question on your explanation please? it was about there was an opportunity so it can be that "I" didn't eat an ice cream (but there was an opportunity) or there was an opportunity and I ate ice cream?
