Yes, this is impressive. I don’t think a lot of foreigners are familiar with what “lined up” means.
If you mean to say that you have something arranged to fix the car without insurance, then yes, Person 2 had an excellent response.

@teriyakisoviet I actually made it up. But I can't think of any alternative that sounds equally natural in this context.

@EnglishNerd I wouldn’t mind using “lined up”, but if I had to think of my own, I would use:
- arranged
- in place
- sorted out
- set up
