- assume
- come to a conclusion
- decide based on a best guess
In your situation, it sounds like person B has come to her own conclusion about why person A doesn’t understand. She has figured this out not because of what person A said, but perhaps because of what she already knows about person A, or things that person A did not say.

- person A is new to some situation, and person B is very experienced in that same situation

Based on the two original example sentences you offered, I suspect person B wants the communication to work well, and is disappointed that it’s not working as well as she had hoped. But she is not judging person A negatively because of this; she accepts it as the reality of the situation.

B has very gorgeous beautiful tea cups and loves them. B's friend A borrowed them for her party and returned without problem. Actually one of them already had a crack before B lent to A. Both never realized it from the first, but B found it afterwards.
