It sounds like jargon. Jargon is a specialised way of using normal words or phrases, that only a certain group or purpose will use it that way, and anyone who is not part of the group will have a hard time understanding what they mean. So there are ways that scientists will use normal words and phrases, to mean things that are different than how normal people will use the same words in conversation every day. Like 'theory' in scientific jargon means an explanation/idea that has been extensively proven until it is almost like fact now. But in everyday conversation, a theory is just a random explanation for something that could be completely made up or it could be completely true, but either would still be called a 'theory' in common speech. Lawyers, scientists, politicians, military, special hobbies, fields of study, clubs, groups, etc can all have specialised ways that they use normal phrases or words, that mean something specific in that context or when talking to other members of the group. But it is like a contextual code. The word doesn't normally mean that everywhere else. So it's jargon. Specialised usage, that is context specific and you have to be a member of the group to know all of what it means, usually. Or learn it quickly in order to fit in with that group.
Businesses are infamous for misusing language to try and sound more important, making jargon all over the place just to sound 'official' about something. So you see a lot of jargon in business memos/emails/statements/rules/handbooks/meetings, etc. Deciphering it can be difficult even for native speakers, because it doesn't always make that much sense. So you just have to memorise "this boss/company calls this thing as a [jargon phrase], so when he says that phrase then I know that he is talking about ___[this thing/form/job/task/policy/concept etc].
So the phrase 'practical placement' sounds like it might be jargon. The words are normal, but the meaning isn't very clear at all. It would literally mean "place something practically". But what does that actually mean? But if this is jargon, then it might be that company/group/office/military/whatever phrase for something, that in context might make more sense.
When you see jargon being used, then the words they used are clues about what they might be talking about. If it is job placement or military assignments, then the placement part would be 'where someone is assigned to go next / the task someone is assigned to / the job someone is assigned to'. Or it could be placement as the place someone is assigned to live. Or even the level that someone is given or 'placed at'/assigned to after a test, to show the ability level that they have.
The 'practical' part is probably implying that there are different reasons for a placement to be decided, so something about the criteria was more 'practical' in some way. Different definitions of practical means that could be used in several different ways, so it could mean 'practical' as in 'actual/physical/hands-on/real-life-logistics] type of meaning. Instead of maybe, theoretical for example. A 'practical demonstration' is a known phrase for being able to see someone demonstrate how it works in front of you, instead of just explaining it with words. So a 'practical placement' could possibly mean you are being placed /assigned/ given a job where you will be putting your knowledge/skills into practice and using them every day. Or practical could mean 'realistic' as in "you might have a dream job that you want, but we're giving you a more practical placement at a less flashy job because you have to prove yourself and learn the skills first, so you will just have to deal with that." So it depends on context for what makes the most sense here.
When it comes to jargon, you have to do a little bit of detective work, logic, deduction to figure out what they mean exactly. Hopefully they will explain it a little bit while they explain how it works, or at least give you enough clues to understand it. So it just might explain how it works in a paragraph way at the bottom, so you have to read everything. So that it will make sense what it means after you read everything, even if the term itself is a jargon term for it. Or maybe there is someone you can ask to explain it to you, if you have read all of the information they gave about this and it still isn't clear what the term means. When it comes to jargon terms for things, even native speakers sometimes have to ask someone to explain it, or read everything carefully before they understand how this company/group/etc is using this word or phrase if it's jargon. It is a favorite thing to complain about actually, because it is annoying how jargon just isn't very helpful when you are first learning about something.
