Her answer is very awkward because it implies dismissiveness of rules and authority and most people wouldn’t say it.
He advised me I couldn’t park here —> He told me I am not allowed to park here but I did so anyway. (Implies ignoring rules)
He advised me I can’t park here —> I am still on site wanting to park, but he had told me the rules not allowing parking and left.
He advised me I couldn’t park there. —> He told me I was not allowed to park here and I didn’t. (Implied he allowed someone else to park in the spot)
He advised me I can’t park there. —> He told me I wasn’t allowed to park here and I found a different spot. (Implied you are telling someone else so they don’t get in trouble.)

“Parking isn’t allowed here”
I think the above passive phrase is what you are looking for to replace the active phrase, “You can’t park here.”

The thing is I needed to write it in indirect speech so I did following the advice structure in reported speech. That’s what I wrote: He advised me no to park there

The thing is my English teacher says it’s wrong and I would be: “He advised me I couldn’t parts here” but in that case she isn’t following the structure
