“Visa restriction are lifted” and “Visa restriction are lowered”.
Does these two sentences have the same meaning?

I saw these sentences in a reading test and the answer sheet said that it tell the same thing. So I confused, how can two opposite words like ‘lifted’ and ‘lowered’ became simillar when putting in the same sentence.

can someone please explain to me?
