1. Do first sentence mean "don't skip, don't go"? How can i notice "don't" is omitted before "go" when two sentence with "and" is in a clause?
2. In second sentence, what does "this way" mean between "don't skip, don't go" and "do skip, do go"?

1. I can see why you’re confused, but in this case, “do not” applies to both clauses. So yes, it means “don’t skip and don’t go”.
For this particular sentence, you can determine that “do not” was omitted before “go” based on the context of the rest of the sentence. “Repetition” equates to old material in this instance. So since they are saying do not skip the old material (repetition), they are also saying do not go straight to the new material. (I do not study grammar though. So maybe someone who does can tell you a more general way to determine this).
2. The second sentence is incorrect, so I can understand why you’re confused here as well. I think what they are trying to say is:
If you skip the repetition and (do) just go straight to the new material, you will never become fluent.
That is how their sentence should be structured. Their use of “this way” is wrong.
