1) They can offer you.
- 'can' expresses general possibilities - possibilities that are believed to have a chance to happen many times (not only one time), or happen to almost everyone/ many people (not only person), or happen in almost every situation.
Ex: It can be cold and wet in spring here. (this is possible every year, not just in one year)
Being made to wait for long can be annoyed. (this is possible to many people, not only the speaker)
There is a traffic jam now. We can be late for the meeting. (same goes with above)
- If this 'can' expresses general possibilities, then 'you' in this sentence doesn't refer to one person but more. Otherwise, it would express 'ability'
2) Both "They 'may' offer you" and "They 'could' offer you" have the same meaning and express (personal) possibilities - possibilities that are believed to happen now or in the future by only the speaker. "may" and "could" can be rephrased as "I think it is possible that ...". Moreover, in this situation, 'could' rarely mean a past ability (what it is expressing is based heavily on the context).
