Chance like the chance of something happening. The sentence is saying that there is a higher chance that no one would notice (versus the chance that someone does notice).
The meaning is similar to "It is more likely than not..." or "It's probably true that..."
Maybe 很可能 or 十有八九 but my Chinese is not good enough to really say 😥
