I think @NibblyPig has that exactly right.
I'd add that I find it patronising, and a little bit offensive - the whole message. The implication is that the other person had said that he or she would contact you on a specific day, and did not, but then messaged you the following day. And that's not really an apology - he's not sorry that he didn't bother to call, just sorry if you felt let down - which you were, it seems. Then just to reinforce that it's not an apology he tells you to be patient - really? - and, the final insult, "I'm not going anywhere." I would translate this as "I will be here for you for the longer term. Just don't expect me to be any kind of reliable partner." This looks like the introduction to a potentially abusive power relationship ... run away now!
