Über ist eine Wechselpräposition.
Darüber ist ein etwas spezielles Adverb.

Grammatically, prepositions need to be followed by a noun - or valid replacement (eg pronouns).
"I rely on too much "
This is not a complete sentence.
I rely on <my phone/him /THIS/THAT> too much."
If you have a noun or replacement, the sentence is complete.
If you wondered why I capitalised THIS and THAT, it is because they are used to refer to something that was mentioned elsewhere.
"da" is the same. It is the verbal equivalent of pointing your finger at something:
[Da]! Ein dreiköpfiger Affe!
= [Over there/Look]! A three headed monkey!

In the same manner, the "da + preposition" version is "pointing" (=refering) to somewhere else. Roughly:
da-mit ≈ with this
da-r-über¹ ≈ above this/ about this

Even when just refering, you still use the appropriate preposition .

similar to the English "a > an", you have "da > dar" when the preposition starts with a vocal:
da+ mit => damit
da + von => davon
da + in => darin
da + auf => darauf

You also use them similar to how you use "this" and "that".

{ } = the part that is refered to
You can refer to a single word:
It is called {knife}. You can cut things [with it/with this].
Das ist ein {Messer}. [Damit] kann man Dinge schneiden.

Or an entire statement:
A: { Pretzels are delicious! }
B: You are right [about that].
A: {Bretzeln sind lecker!}
B: [Da/ Damit] hast du recht.

The "da" version is used to refer (forwards or backwards) to somewhere else. Single words or even entire statements.

Finally, coming back to your example:
Ich [darüber] spreche, {wie etc. etc.}
Here, the da+ preposition is refering forward to the part that follows. You cannot use a "naked" über, because it would be missing a noun.

This use is pretty common in German, because we don't have gerunds in the same capacity as English does.
examples:
Don't ever talk about...
1)... my secret.
2)... dancing.
3) ...how you saw me dancing in my room.
We have...
1) a native noun
2) a gerund used like a noun
3) a gerund with a bunch of extra information added on top
German can keep up and also do 1) & 2), but sort of falls apart at 3).
While technically possible, 3) is virtually non-existant, especially in written form.
Instead, German resorts to using a stand-in (the da+preposition) and then use an explaining sub-clause.
It is comparable to dummy subjects:
[It] is nice to know, {how you happy you are.}
The "it" is just a placeholder that refers to the sub-clause.
The same is true for "darüber".
