I think I would just say "It's too cold to go fishing". What you are fishing for doesn't change whether it's too cold or not.

Natürlich
Sure it does. If that particular fish isn't around due to the cold, then the temperature would matter.
"It's too warm to go ice fishing."

That sounds a bit pedantic to me. I can't think of a situation where I'd say, "it's too cold to go ____ fishing" where the removal of the fish name would make any difference. Where is it that you propose these fish go when it gets too cold? It's not like they go indoors and wrap up in blankets.

They can swim to warmer or cooler waters depending on the temperature that they need.

@octobot They could, but they don't. Fish, unlike animals of land and air, are confined to the water they are in, and do not "migrate south" in the traditional manner of animals seeking warmer climes. If anything, fish tend to move up and down depending on the temperature, not to and fro, and will be more lethargic in colder times. Remember that fish are cold blooded animals--they don't mind the cold.
With this in mind, it would be possible to say something like,
◯ "it's too cold to fish for bass _at this depth_. We should try a little deeper, where they are probably hanging out."
