There is a subtle difference between the two:
“at the corner” = at a point where or next to or near the corner is (it’s a point relative to a larger space—like “at the King Sejong Statue” means some point in the center of Gwanghwamun Square)
So, if you name an intersection, you usually say “at”:
“I’ll meet you at the corner of 5th Avenue and Main Street.”
It’s a point in space.
“on the corner” = occupying the surface of the corner (it’s not relative to a larger space, only to the corner)—it’s like the computer is on the desk—it occupies that surface.
So a store can be “on the corner.” So can people:
“They were standing on the corner.” (You’re not necessarily making a statement about where they are in relation to anything else.)
So:
“He’s at the corner” - that’s his location. (You can point to it on a map.)
“He’s on the corner” - he’s occupying the space of the corner.
Just for myself: if I’m telling someone where to locate me, I’ll say “I’ll be at the corner.” If I’m telling someone where I’ll be waiting, I’ll say “I’ll be on the corner.” (It’s like “I’m occupying that space until you get me.”)

Prepositions in English (at, on, in — for locations) are very, very, very, very confusing and difficult. But they do make *some sort* of sense, not a lot, but some. There’s some logic to “in the lake,” “at the lake” and “on the lake.” So just try to get used to them and, eventually, you’ll get them. ;)
