"I happen to know" is typically used about a 3rd party, not about yourself. Obviously you know about yourself, so there's no need to say "I happen to know" in such cases.

◯ "I am tall."
However, if it's about a debatable fact, use of "I happen to know" would be fine.
◯ "I happen to know that I am the tallest student in the class."
◯ "I am the tallest student in the class."
In this case, it does sound a little unusual, since you know implicitly what your abilities are. なので、
◯ "I can't speak English well" そのまま。
happen to 動詞 = たまたま~~~
A: Do you have change for $5?
B: Yes, I happen to have 5 one dollar bills right here!
たまたま1ドル札ちょうど五枚持ってるよ!

Just say "I can't speak English well" or "I know I cant speak English well".
"I happen to know" isn't really used to talk about oneself.
