I know the meaning of identical is "similar in every detail; exactly alike. " but here.... to what is identical" ?
Is my understanding correct?
There are many kinds of securities-related laws in the states,and the laws have the same provisions that allow defendants to resort to civil and criminal proceedings.

You are correct.
It means Federal courts have the same legal provisions as the SEC, but the SEC can only take civil proceedings.

"Identical" in this case means "exactly the same".
So, Securities Law "XXX" may have a Section 100 that says "It is an offence to steal company property". Maybe it is talking about things that Directors can or can't do.
And, Securities Law "YYY" (another, quite different, securities law), might have the exact same provision, say Section 250 that also says "It is an offence to steal company property". Maybe this law is talking about things that normal people can or can't do.
Both provisions are "identical", but like @Igirisujin says, they get used in different ways, by different people.
