We generally say a man or boy with a bare chest is "shirtless." "Topless" usually refers to a woman or girl.
I see now the speaker is trying to make a witty remark. In this case he might actually say "topless" to make the joke flow better even though he would normally say "shirtless:"
"I'm topless. I'm actually bottomless, too, but I can't show you that. ;)"

"I don't have clothes on, so I can't show you."

If your topless and bottomless it means you don't have any clothes on and that also you're naked. The sentence should be like:
"I don't have any clothes on, so I can't show you" or "I'm naked, so I can't show you."

Before I posted my question, I should have mentioned how the speaker is like.
A man who is in an onsen is speaking in front of video camera. He is being shot upper body without his close.
