"Colerige" was someone who wrote a famous poem about "Kubla Khan" while being under the effects of opium (a type of a drug)
He wrote the poem after having a dream about "Kubla Khan" until someone from Porlock woke him up and then he forgot his entire dream (and the rest of the poem)

So, "the visitor bringing Colerige down" means the visitor who woke Colerige from his dreamy state

"high", in this case, means, someone that is on drugs
