Was bedeutet for less than the cost of more conventional ways of getting around. ?

I have a question about "the cost" in " for less than the cost of more conventional ways of getting around. "
Is it referring the fee to ride on the new transportation or the cost to build the transportation?

This question is not trivial. It’s far too soon for Hyperloop One to talk ticket prices, but Lloyd says construction will cost $10 million per mile of two-way track.
