There are 2 answers to this, depending on if you want the American-English or British-English translation.
American-English: A Holiday is a planned day/s off (By the Government). A Vacation is time off you planned yourself. In other words, Holidays are things like Christmas, New years, etc. Interestingly, you can go on vacation during the holidays.
British-English: A holiday is any time off work/school you get.
