The high liver cancer rate in western Japan could be attributed to the spread of hepatitis C through tainted blood products and THE PREVIOUS PRACTICE OF SHARING NEEDLES, many of which were infected, in community based inoculation programs as well as among illicit drug users.
My Question is the sentence above in Capital letters. "The previous practice of sharing needles' indicates that the multiple use of needles which are infected with hepatitis?

Correct. So back in the day, it was normal practice to use the same needle for one person that was used on another. They realized that many diseases, like hepatitis C, could be spread from one person to another this way.
