I feel like "chase away" has the meaning of "to do so by running (literally chasing somebody) "
but I want to say something like "shoo" like "go away".

U could say 'shoo away' or 'shoo off'.

"Go away" is fine, but it can be a bit blunt depending how you say it.
"Chase off" or "chase away" need not involve running.
"Some oiks were teasing my penguins, but I soon chased them away."
The oiks ran off but I didn't.
You can also say "scare away" in a similar situation.
A lot depends on who you're saying it to. : )

I wanted to use it to describe that a waiter "shoo off" a homeless guy because it is obvious that he doesn't have any money to pay for the food.
like "get out of the restaurant".

I see, i thought it was for 'shooing off' birds or cats. Then for this case about a homeless guy, 'chase away' should be good.
