We will investigate and arrest the person responsible for this accident.
Investigations always are done before arrests are made, and "in charge of" is used when someone has been given responsibility, like in a job (team manager, boss, etc.), while "being responsible" in this context means that they are the cause of the accident--they are responsible for the consequences.

Do you mind if I ask you a better sentence for "We require an arrest and an investigation of him, who is responsible for the accident" again, please? Because, the WE were some citizens who want an arrest, not the authorities.
