thanks, So it's "It depends on whom you are talking to"?...I never know how to use whom...

You use whom when it is the object. In your sentence "you" is the subject, and the person you are talking to is the object. So, you need to use "whom" to be grammatically correct.
Hardly anyone uses whom when speaking nowadays, though.

I know the rule..But as you say, the trouble is it's hardly used, today...so I have the impression to talk like Charlottte Brontê...a lovely feeling when you drink a cup of tea...not when you buy something in a shop (!)...But thank you .

in normal English conversation who is acceptable.
If he/him is easier to understand just replace he/him with who/whom.
You are talking to whom?
He is talking to him.
